My Dear General:
In the Tribune of yesterday is a short article on local debts suggested by what you have been saying. That question is one of my hobbies. I expect to talk on it from time to time however as in the best, and will be obliged if you will send me your message on paper referred to by the Tribune. Any effect on Statistics on the subject will interest me. You are altogether right to it.
