Description:

The letter is authored on an unknown date French political, economic and socialist theorist and businessman, Claude-Henri Saint Simon to an unknown recipient. It is most likely a governing body within France, as it contests the charges being levied against his cousin, Claude-Anne de Rouvroy de Saint Simon, concerning his emigration from France to Spain. In this letter, Claude Henri Saint Simon presents the history of his cousin, and general, Claude Anne Saint Simon, in his motivations to settle in Spain. Claude Anne Saint Simon led the Spanish troops against Napoleon during the Revolutionary war. Claude Henri’s letter speaks to the legality of Claude Anne’s emigration, where it appears that the French government is attempting to contest, as well as Claude Anne’s petition to the human right of free mobility. The proposed range of date comes from his concluding sign off, Thermidor, which is the “eleventh month of the French Republican Calendar (from July 19 to August 18).” Other source material on Claude Anne de Rouvroy de Saint Simon can be found at the Stanford Library digital archive. Cath[edral] A l’honneur de représenter au ministre des finances de la republique de Français, que pendant qu'il etirt membre de l’assemblée constituante, Me/Elle(?) fit deux decrets, qui soul les sails que doivent decider son sont et sa position.

Le premier : Me/Elle(?) déclara que toutes les naturalisations faites six ansx avants la révolution etirient valables: Claude Ann de Saint Simon fut declaré grand d’espagne de la 1st classe par le deux cours de france et d’espagne, au mois de juillet 1774. Ce qui fait cinq années de plus qu’épigrait la loi.

Le second: est celui de droits de l’homme que dit oppressement, =chaque individual(?)--[Line 2 is illegible due to tear] -partiret ou il voudra, cette faculté tenant à la liberté individuelle. Ce fut apres que ce decret eut été revetu de toutes les formaliteés, promulgué dans toutes les provinces, que par consequent il fut regard comme loi fondamentale de la république, que M[onsieu]r. de Saint Simon se leva en pleine assemblée, pour annoncer qu’il en profitirt et devenait espagnol : Le passeport pour sortire de france lui fut donné eu conséquence : car tous les titres étaient alors détruits : Je/Il(?) partit De Paris le 21. 10 (th.au?)1790 en plein midÿ, ainssi plusieures années avant les decrets contre l’emigration, et le emigres: toutes les loix faites a cet egard sont de nul effet pour lui, ou plutot ne doivent et ne peuvent en avoir aucun(?), car c’en un principe certain et généralement adopté.
