Autograph of Charles Cyrus Kearns. Kearns was born in Illinois in 1869. He became a lawyer and politician who would serve as a republican member of the U.S. House of Representatives from Ohio from 1915 to 1931. Kearns would be elected to the sixty-fourth and to the seven succeeding Congresses.
