Description:

A signature from James Wolfe Ripley.

James Wolfe Ripley was born in Windham County, Connecticut on December 10, 1794. He served as a brigadier general in the Union Army during the Civil War. He became the 5th Chief of Ordnance for the United States Army Ordnance Department in 1861. He prioritized discretion and withholding repeating firearms in the early days of the war, an act that has been widely criticized by later and modern historians. They argue that, as the Confederate side was buying this modernized artillery from France and the United Kingdom while the Union suffered antiquated arms under Ripley, the conflict was sustained and plausibly lengthened nearly two years. It was a stance that ultimately caused his replacement in 1963, as his insistence was seen as a deliberate disobedience of orders from President Lincoln.
